On February 17th, 2026, the Province of BC unveiled Budget 2026: Securing BC’s Future.
BOMA BC is tracking several elements of the budget and we were on sight to consult with Provincial officials. However, we want to share one important update.
Expanding BC’s PST tax base:
As of October 1st, 2026, PST will be applied to professional services such as:
- accounting and bookkeeping
- architectural, geoscientist, and engineering services
- non-residential real estate services, including trading services, rental property management services and strata management services
- security and private investigation services

More specifically, if a service is defined as a non -residential real estate service under the Real Estate Services Act, then PST will apply to any such services provided in relation to non-residential property - including commercial property management.
As such, you'll be required to charge and collect PST on those services, unless a specific exemption applies.
In briefings in Victoria, BC yesterday, Ministry of Finance officials informed BOMA BC that the change was made to update our tax system to align with modern economy and other provinces. While PST is a sales tax on goods, our economy has shifted more towards services in the modern era. From the Province’s perspective, these services should therefore be incorporated into the PST.
They also noted these changes will bring BC in line with other provinces. BOMA BC raised several concerns with the Province, and will continue to do so as this unfolds.
The Provincial government is facing an incredibly large budget deficit this year, and was looking for additional sources of revenue. The Province is estimating over $1.2 billion in Provincial sales tax revenue over three years with the new tax measures.
We will be following this closely and will share updates. We will stay in close contact with the Province as we learn more to communicate our industry's perspective.
